Quincy White Named Chief Housing Officer for the Town of Hilton Head Island!
Hilton Head Island, S.C. – January 8, 2024 – Quincy White, a progressive leader who has made an indelible mark addressing housing initiatives along the Virginia Peninsula, has been named the Chief Housing Officer for the Town of Hilton Head Island.
In this new role for the Island, Quincy will lead initiatives and ensure the community thrives with affordable, sustainable, and energy-efficient housing opportunities. He is tasked with shaping housing policies for the Island and making sure the strategic direction of the Town’s workforce housing activities aligns with the Town’s Workforce Housing Framework and Strategic and Comprehensive Plans. He will also be responsible for identifying potential investments in the community, including public-private partnerships.
“With housing being one of our top priorities, we created this position for someone like Quincy who can take charge of our vision and help carry out our goals for new and improved initiatives,” said Town Manager Marc Orlando. “Quincy has a varied background in housing assistance for people of all economic backgrounds, and he has done it all with a positive attitude and a goal to make sure people can be self-sufficient and have a place they call home.”
White’s career spans over 15 years in service, demonstrating a deep understanding of the complexities and challenges in this sector. He recently spent three years as the Executive Director of Four Oaks Service and Training Center for the Unhoused in Newport News, Virginia. He didn’t just run the day-to-day facility that helps people transition out of homelessness into employment, stable housing, and independence. He also worked on strategies to prevent homelessness and meet the community's housing needs. As Executive Director, White helped create a monthly job fair, expanded telehealth medical services, developed mental health services, and led the City of Newport News homeless initiative during the COVID-19 pandemic.
Before taking the reign at Four Oaks, White was the Director of Homeless Services for the Volunteers of America Chesapeake and the Carolinas and was the Shelter Director for Stepping Stones Shelter. Embodying a "servant leader" mentality, he spent eight years as the weekend program manager for the Archdiocese of Arlington, overseeing shelter operations on weekends.
In 2017, Quincy founded Mercy Movers, a nonprofit company dedicated to assisting homeless families and individuals transition from shelters to their homes. Throughout his career, Quincy has been recognized for his work, receiving awards such as Nonprofit Partner of the Year and Nonprofit of the Year. His academic background includes a bachelor’s degree in psychology from the University of Lynchburg and a master’s degree in business administration from the University of Maryland University College.
“I am thrilled to be part of the Town of Hilton Head Island team and take on this new and challenging role for the community. In my previous roles, I worked to build strategic collaborations and trust within communities. I aim to do the same here by contributing to ongoing improvements initiated by the Town Council and Island leadership,” Quincy said.
